Of course the tiger was taunted. And these two idiots will become millionaires for it. Paul and Kulbir Dhaliwal still publicly deny these charges, but evidence, and statements by the third victim's father, show otherwise.
Just to give you an idea of the character of these young men, you need only to read the transcript of the emergency call from Kulbir to the 911 dispatcher:
Kulbir: What do you mean? ... My brother's going to die out here!
Dispatcher: OK, calm down, all right?
Kulbir: It's a matter of life and death. ... I'm not going to let him die like that.
Dispatcher: I'll stay on the line with you. If the paramedics get hurt they cannot help your brother, so you need to calm down and ...
Kulbir: Send more paramedics then!
In other words, "Who cares if a few paramedics are injured or killed, JUST SAVE MY BROTHER!"
These boys stupidly put themselves - and others - in harm's way. And they were perfectly willing to sacrifice those attempting to help them.

Their stupidity certainly reduces the City's liability somewhat.
Bottom line though, Her enclosure was under-designed, zoo officials were aware of the hazard, and did nothing about it.
